Drive is turned back on, can't be searched anymore since Everything stopped monitoring it

Everything should automatically re-add your drive.

Please make sure Tools -> Options -> NTFS -> Automatically include new fixed volumes is checked.

(The external USB hard drive is a 'fixed' drive)
